Miami Beach approved GTA 6 beach signage as a consent item, and the limits are not in the text
We read resolution C7AP. It names a marketing agency rather than Rockstar, sets no price and no end date, and lets the city manager sign the GTA 6 beach deal without a second vote.
GTA 6 branding is due to appear on Miami Beach in ten days, on October 15. The only public document authorising it is a single paragraph that never mentions beach chairs, never names a price, and never requires the city to come back for a second vote. We read the resolution the commission actually passed, and almost everything reassuring that was said about this deal lives outside it.
The item is C7AP on the Miami Beach City Commission agenda for September 10, 2026. It directs and authorises the city manager "to negotiate an agreement with Amplify Marketing Inc. allowing the installation of signage and other materials on concession equipment on the beachfront and on such other public property as the City Manager may determine, in connection with a marketing campaign commencing October 15, 2026 to promote the release of Grand Theft Auto VI by Rockstar Games."
That sentence is the whole deal. Rockstar Games appears in it once, as the company whose game is being promoted — not as a party to anything. The counterparty is Amplify Marketing Inc.
What the text does not say
It does not say beach chairs or umbrellas. It says "concession equipment on the beachfront" and any "other public property as the City Manager may determine" — a scope set by one official's judgement rather than by the commission.
It does not say how much the city gets. No figure appears anywhere in the item.
It gives a start date and no end date. "Commencing October 15, 2026" is in the text; December 31 is not.
And it ends by authorising the city manager and city clerk "to execute the agreement in a form acceptable to the City Attorney" — meaning the final, signed terms never return to a public vote. What the commission approved was permission to negotiate, not a negotiated deal.
The limits everyone quoted came from the dais, not the document. Commissioner Laura Dominguez told the hearing there would be no logos "on lifeguard stands or iconic public spaces", that the branding would be the Vice City name and the Roman numeral VI, and that it would run on the chairs and umbrellas of Boucher Brothers, the city's beachfront concession partner. Reporting since has added a pause during Art Basel, an end date of December 31, and a sum somewhere between two and four million dollars, earmarked toward the Flamingo Park Memorial Football Field. Those are commitments made in a room. None of them constrain the paragraph that passed.
It was filed as routine business
The September 10 agenda ran to 215 items. C7AP was one of 41 resolutions on the consent agenda — the block a commission normally adopts in a single motion without discussion. It sat between a resolution authorising a pollinator-friendly garden and one establishing a food-waste pilot program.
It did not stay routine. Pulled for debate, it passed 4–3, with commissioners raising the game's violence, drugs and the city's brand. The four yes votes were Monica Matteo-Salinas, Joseph Magazine, Laura Dominguez and Tanya Bhatt — which is exactly the four commissioners listed as the item's co-sponsors. Mayor Steven Meiner and commissioners David Suarez and Alex Fernandez voted no. Nobody who was not already sponsoring the item voted for it.
There is one more wrinkle. Miami Beach had not finished writing general rules for beach advertising: a city committee deferred that question in June 2025 and asked staff to come back with branding and design standards and an approval process first. The GTA 6 campaign was approved before the standards it would have been judged against existed.
None of this makes the campaign improper, and the city plainly wants the money. But when the umbrellas go out on October 15, the public record of what was permitted will still be one paragraph with no price, no end date and no inventory — and the agreement that fills in those blanks will have been signed without another vote.
